The Grover Beach truck driver who was killed when his truck struck a car on a bridge and plunged into the Nojoqui Creek on Jan. 12 was under the influence of drugs, according to a toxicology report released today by the California Highway Patrol.
Charles A. Allison Jr. was under the influence of both methamphetamine and amphetamine when his big-rig truck rear ended a passenger car on Highway 101 just south of Buellton and plunged approximately 100 feet into the creek and burst into flames.
