Drop Axles

Been noticing the drop axles, as used on the expiditer trucks. Some axles have single tires, some have dual tires.

Can someone explain to me, the difference in gross weight allowed with the single tire set-up? I know on dual-tandems, federal bridge law limits weight to 34k, but one axle with single tires I am not familiar with.
